The European Chips Act is a comprehensive EU strategy launched in 2022 and enacted in 2023, aiming to boost Europe’s semiconductor ecosystem.
Strengthening Europe’s Semiconductor Future
The European Chips Act is Europe’s strategic initiative to strengthen semiconductor research, innovation, manufacturing, skills development, and supply chain resilience.
Its objective is to increase Europe’s technological sovereignty, strengthen global competitiveness, and secure a resilient semiconductor ecosystem capable of supporting future economic growth and technological leadership. Through investments in research infrastructure, pilot lines, design platforms, manufacturing capabilities, and workforce development, the Chips Act lays the foundation for a stronger, more competitive European semiconductor industry.
Building on these achievements, the proposed Chips Act 2.0 aims to further accelerate Europe’s semiconductor ambitions. Future priorities include strengthening the entire semiconductor value chain, reducing administrative barriers, increasing support for innovation and industrial deployment, fostering semiconductor skills, and creating stronger links between regional ecosystems, industry, and research.
A key element of the emerging framework is the concept of European Semiconductor Regions of Excellence. These regions bring together industrial capabilities, research excellence, innovation infrastructure, talent development, and strategic investments to create globally competitive semiconductor hubs across Europe.
As Austria’s national Chips Competence Center, AT-C³ plays a central role in this ecosystem. We support companies, SMEs, start-ups, and research organizations through innovation projects, expert services, skills development, access to pilot lines and design platforms, and connections to European semiconductor networks.
By acting as a bridge between industry, research, funding programs, and European initiatives, AT-C³ contributes directly to strengthening Austria’s position within Europe’s semiconductor landscape while supporting the objectives of both the European Chips Act and the next generation of semiconductor policies under Chips Act 2.0.
Key Objectives of the Chips Act
The European Chips Act is strengthening Europe’s semiconductor ecosystem by boosting innovation, enhancing supply chain resilience, and reducing dependencies on external suppliers. As a cornerstone of the EU’s strategy for technological sovereignty, it supports the ambition to double Europe’s global semiconductor market share to 20% by the end of the Digital Decade.
It focuses on five strategic objectives:
Strengthening research and technological leadership
Building and reinforcing Europe’s capacity to innovate in the design, manufacturing and packaging of advanced chips
Putting in place an adequate framework to increase production by 2030
Addressing the skills shortage and attracting
new talent

The European Chips Act is Europe’s strategic framework to strengthen semiconductor innovation, increase manufacturing capacity, improve supply chain resilience, and secure technological sovereignty.

The Chips for Europe Initiative strengthens Europe’s technological capabilities by supporting research, innovation, pilot lines, design platforms, competence centers, and skills development.
Through strategic investments in advanced semiconductor technologies, the initiative helps bridge the gap between research and industrial deployment while enabling companies, SMEs, start-ups, and research organizations to access critical expertise and infrastructure.

AT-C³ contributes directly to the objectives of the European Chips Act by supporting innovation projects, facilitating access to Pilot Lines and Design Platforms, strengthening semiconductor skills, and connecting industry with research and European networks.
As Austria’s national Chips Competence Center, AT-C³ helps companies navigate the opportunities created by the Chips Act while accelerating innovation across the semiconductor and Electronic & Software-Based Systems (ESBS) ecosystem.
